Massachusetts dentists and other industry leaders are opposing a proposal to place a cap on Medicaid dental benefits, SHNS reported March 31.
Seven notes:
1. In an effort to reign in healthcare spending, Massachusetts Gov. Maura Healey proposed implementing a $1,000 annual cap on Medicaid dental coverage as part of the state’s budget for fiscal year 2027.
2. Legislators estimate the annual cap could save the state up to $120 million.
3. Massachusetts Dental Society President Steven Spitz, DMD, wrote a letter to lawmakers last month warning of the impact a coverage cap could have on dental care in the state.
“When MassHealth adult dental benefits were significantly reduced in 2010, approximately 100,000 fewer adults received dental services through the program,” Dr. Spitz said in his letter. “Access to preventive and restorative care declined sharply, and many beneficiaries were unable to obtain needed treatment due to benefit limitations. As a result, dentist participation in MassHealth decreased, and access to routine dental care for vulnerable adults deteriorated across the Commonwealth.”
4. In addition to poor oral health leading to other medical issues, clinicians have also noted that many Medicaid recipients need treatment that costs more than $1,000.
5. Rep. Russell Holmes said he spoke to a local dentist who warned that some dentists would go out of business if the cap was implemented.
6. Melissa Burroughs, senior director of public policy at the CareQuest Institute for Oral Health, echoed the possibility of practice closures, and also said the cap could lead to increased visits to emergency departments as patients forgo treatment.
7. The House Ways and Means Committee will release a redrafted version of the governor’s budget for debate later this month.
