The law, which was approved by voters and signed into law in 2022, requires carriers to spend at least 83% of premium payments on patient care and not on profits, salaries or administrative costs.
When the measure appeared on the ballot in 2022, more than 70% of voters approved it.
Massachusetts has a similar law for medical insurance but has never had a medical loss ratio measure for dental care, the report said.
