Kherson Dental Clinic Director Accused of Nepotism in Vehicle and Hiring Practices

Kherson, Ukraine – Shortly after the de-occupation of Kherson, Viktoriya Khmilevska, then director of the Kherson City Dental Clinic, handed the clinic’s vehicle to her husband.

MOST obtained the November 18, 2022 order authorizing the transfer of the vehicle, as well as the appointment of volunteer Serhii Khmilevskyi to handle procurement of medicines, medical supplies, and household goods for the clinic. It remains unclear what exactly Khmilevskyi purchased or transported using the state vehicle.

The document has raised concerns over potential corruption. Sources indicate that Khmilevska, upon becoming head of the Kherson Department of Health, lobbied for her husband’s employment.

Following her recommendation, the new clinic director, Yevhen Hnylytskyi, hired Serhii Khmilevskyi as an auxiliary medical worker with a modest salary of 8,000 hryvnias but reportedly a significant bonus. Rumors suggest the position may have granted an exemption from military mobilization.

Khmilevska was dismissed from her position in October 2025. Investigations into the procurement practices and use of the state vehicle continue.
