West Earlham Dental Practice in NR5 has submitted plans to expand its surgery, aiming to increase its patient capacity from roughly 10,000 to 25,000.
The proposal involves constructing a single-storey extension at the practice’s premises in the Earlham West Centre. According to planning documents, the additional space will include modern decontamination facilities, upgraded IT infrastructure, and a redesigned entrance and reception area to improve patient flow, accessibility, and security.
Agents representing the practice said the expansion would directly address a “documented shortage of NHS dental provision in Norwich and across Norfolk,” highlighting “substantially unmet needs and limited access to NHS dental services locally.”
The planning application notes that the practice serves an area “experiencing recognised health inequalities.” It states: “Access to NHS dentistry in Norfolk has been identified as being among the poorest nationally, with high levels of unmet need.”
Agents added: “This proposal represents a modest, well-designed extension to an established community healthcare facility. It delivers clear and substantial public benefits by expanding NHS dental capacity in an area of evidenced need, while remaining fully compliant with local and national planning policy.”
The application comes as Norfolk MPs intensify pressure on the government to tackle what they describe as a “dental desert,” where local residents struggle to access NHS treatment.
Parliamentarians have called for ministers to enable the establishment of a new dental school in Norwich. The University of East Anglia has already received accreditation from the General Dental Council to provide undergraduate dental training.
However, it cannot enrol students until government ministers instruct the Office for Students to allocate undergraduate places.
If approved by Norwich City Council, the West Earlham expansion would represent a major boost to NHS dental capacity in the region and improve access to vital dental care for thousands of residents.
