Iowa Dentists Board Puts Coralville Dentist on Probation for Overdiagnosis

A Coralville dentist accused of performing unnecessary and costly procedures will keep his license under a two-year probation agreement with state regulators.

In March 2025, the Iowa Dental Board charged Dr. Jefferey Rubel, 63, of Coral West Dental, with misleading and deceptive practices, unprofessional conduct, and failing to maintain satisfactory standards of care.

According to board documents, Rubel diagnosed a patient with periodontal disease and performed scaling and root planing followed by ongoing periodontal maintenance. The patient later sought a second opinion and was reportedly told there were no signs of periodontal disease requiring such treatment.

A second patient raised similar concerns. She alleged Rubel warned her that untreated periodontal disease could lead to stroke, heart attack or other serious illness. After undergoing the recommended procedures, she consulted another dentist who reportedly found no evidence of the disease.

A board consultant reviewed 11 patient files from Rubel’s practice and concluded there was evidence of a “repeated practice of overdiagnosis,” particularly among young, healthy patients without signs of severe periodontal disease.

Board records do not specify when the alleged conduct occurred but show the investigation began in 2022.

Under a settlement agreement, Rubel’s license will be placed on probation for two years. He must complete board-approved remedial education and an ethics course.

During the probation period, a practice monitor will review 25 patient files each month and submit quarterly reports to the board.

The agreement does not include fines or financial penalties.

The Iowa Capital Dispatch was unable to reach Rubel for comment. The Coral West Dental website states that he has served the Coralville community for more than 30 years and is committed to maintaining high professional standards.
