VA Ends West LA Leases, Pursues Dental Partner, Reforms Survivor Benefits

Major changes are underway at the West Los Angeles Medical Center, as the Department of Veterans Affairs initiates efforts to both enhance dental care access for Veterans and streamline benefit processes, while also undertaking significant property management reforms.

Property and Organizational Shifts at the VA Campus

The VA has recently terminated lease arrangements with the Brentwood School and Safety Park Corporation, and has rescinded a license previously granted to Bridgeland Resources, LLC. These actions follow court decisions indicating the agreements conflicted with federal regulations, and an internal review that found the VA was receiving substantially less than fair market value—resulting in estimated losses of over $40 million each year. Reclaiming these assets positions the VA to move forward with its vision for the National Center for Warrior Independence, a facility in development that aims to house and support up to 6,000 homeless Veterans. Nationwide Search for Dental Care Contractor

In tandem with property changes, the VA is actively seeking a new administrator to oversee its extensive network of community dental providers. A formal request for proposals has been released, inviting bids to develop and manage a nationwide roster of licensed dental professionals focused on both preventative and restorative care. The initiative is designed to improve access, provide greater choice for Veterans, and standardize dental benefits offered under the VA system. Community care now represents roughly 40% of all VA medical services. Last year alone, nearly 888,000 Veterans received dental care, much of it delivered through these external provider networks.

Despite the VA serving nearly nine million Veterans, only about one in four currently qualify for dental benefits. The proposed changes in dental administration are expected to advance support for Veterans’ pharmacy needs and preventative treatments. Interested contractors have until March 16, 2026, to submit their proposals.

New Regulations on Survivor Benefit Processing

Alongside these operational updates, the VA has announced regulatory reforms governing the handling of survivor benefit claims. Effective February 23, the VA will now automatically grant the higher benefit—either Dependency and Indemnity Compensation (DIC) or Survivor Pension—rather than requiring separate claims for each. This change eliminates delays previously caused by dual processing and is intended to simplify and speed up financial support for survivors. Certain exceptions to this streamlined process apply, as outlined in the new policy, but overall the regulation marks a notable improvement in delivering timely assistance to qualifying families.
